August 24, 2022 — Annual Meeting
Meeting minutes.
Attendees:

This represents 10 landowners out of a possible 27, so about 37% of the community was represented.
Decisions Made:
- Put down another load of the larger rock before winter & put down ¾ inch rock in spring. Oil the road for next summer. We all agreed that the dust was bad, but Bretthauer, who provides the oil said that we’d be wasting our money if we oiled on top of the big rock. We decided to continue the large rock experiment, but to get a better base for winter, we should put another load of 1.5inch rock down before the rains start. We’re hoping that it will also help to mitigate SOME of the dust problems. After the meeting: The Crumes requested no more rock in front of their place, and have oiled it (at their own expense). We’re watching the results, closely.
- Leora Gregory remains Secretary/Treasurer. We all saw Sean raise his hand to take over the President’s position next year, although he claims that he just wanted to ask a question. However, Jim will be stepping down, next year, now that the Bridge work is done.
- We gave the green light for Kevin to pave down to the bridge and introducing a speed cushion. Speed cushions are emergency personnel-approved. We expect this to solve the dangerous speed issues that Kevin and family experience. Yes, Kevin has agreed to deal with the few times snow and ice are an issue (use de-icer for ice, plow for snow). Jim said that they can add log barriers to deal with Leora’s fear of a low traction slide into the creek. . .
Still to be done from prior years’ meeting:
- Stairs down from the backside of the Store should be reconfigured: putting in a landing partway down and redirecting the stairs should prevent people from coming down the stairs into a potential conflict with a vehicle (there have been some near hits).
- See if there is a way to get a speed monitor, so that we can find out how severe the safety/speed issue is from people turning off the highway down the ramp to the bridge. Sean plans to talk to Bill Hopper to see if Bill has any ideas on how this can happen.
- Leora will change the by-laws to allow just going over decisions made at the beginning of each meeting – this allows the current meeting to have prior context. The holdup (still) is finding the document with the by-laws. UPDATE: What we’re looking for has been recorded with the county, and is only about 1 or 2 pages long. That means that updating the by-laws requires re-recording them. We need go to the county to get the recorded papers – this coming year (cross fingers)?
Minutes:
- We called the meeting to order at around 6:10pm.
- I forgot to ask for approval of last year’s minutes. If you have issues with the October, 2021 meeting minutes, please tell me directly, by end of September, or we will declare the minutes as approved (they were attached to the agenda – let me know if I have to resend them).
- Mentioned that Jake and Sarah Lorenz, are expecting a baby and still hope to move into their re-furbished place this year.
- Treasurer’s report is as is in the Appendix.
- Old business:
- Bridge work is done. Unfortunately, due to stream flow modification, some trees have come down, further modifying the stream flow and undermining the work that was done. We expect this to be resolved at some point in the near future.
- Thanks to Kevin for keeping the “no parking area” clear so that people can pass. We were having issues, earlier, several times when people were all the way over the bridge, and someone came down off of the highway, and had no where to pull over when there were vehicles or other garbage in the No Parking area.
- Talked about Kevin’s plan to pave from the highway to the bridge, again, and add a speed cushion. The speed cushion is approved by the County for emergency vehicle use. Jim said that we can make sure that there are logs or some sort of way to stop vehicles from sliding into the creek on icy days, although Kevin does plan on keeping the access snow and ice-free. With that, we gave approval for Kevin to go ahead and get the work done, excusing his arears in exchange for his funding this effort.
- Keeping this here until resolved, as it’s still dangerous, and still an easement violation. Kevin is aware that the stairs on the store need to be reworked both because of impinging on the easement, and due to safety issues. The easement for Glenwood Lane is 30’ wide the whole length of the easement from the highway to the end of the lane (15 feet each side of the center line). While the easements are people’s personal property, as long as people allow access to the easement for us all to move machinery and our cars, it’s ok.
- Speeders down to primarily FedEx and the new UPS deliverer. People have called the businesses to complain.
- New Business:
- Bretthauer told us not to waste our money oiling the big rock road, so we agreed to skip that (in spite of known dust issues) and, instead, add another layer of the big rock before the winter rains to both help with the dust issue, and make sure that we have a good base before winter. In the spring, we agreed to put on ¾” rock, and that will make the road both quieter and allow us to oil it in the summer. After the meeting: The Crumes had the area in front of their house oiled. We’ll be watching this, closely, given the warning we’d received. We won’t rerock that area.
- Officer elections: The Secretary/Treasurer’s position had no nominations nor eager volunteers to take over the role. Leora agreed to do this for another 3 years. Meanwhile, think of whom you would wish to be President, as we’ll be needing a new one as Jim will be stepping down.
- Except for someone gouging Glenwood doing a donut, we’re thankful for no motorcycle issues.
- Dog issues: Reminder: there is a leash law in Washington County: .
- Good of the order: Time to offer comments or observations about the organization and its work.
- Meeting adjournment. It ended at approximately 8:18pm when the biting insects started in on us.
