Meeting minutes.

This represents 9 landowners out of a possible 27, so about 33% of the community was represented, and 40% would have attended if those who attempted to call in could have gotten in.

Minutes:

  1. We called the meeting to order at approximately 6:13pm. The delay was due to an attempt to get Alice into the meeting. We are still not sure what went wrong (a complaint was sent to Google, but didn’t help to connect anyone). Google Meet was new, last year, and Google tried to win market share from Zoom by making their offering free to use for up to 100 participants, and allow the meetings to last forever. I (Leora) hadn’t noticed that they changed their offering, and now had a limited time for the meeting, which started when the first participant (or 2nd) participant joined. Both Jim and Leora dialed in early to make sure that everything was working, and that we were prepared to admit anyone. We didn’t realize that that took away from a pre-determined hour of use. When we got near the end of the meeting, people weren’t inclined to log back in, so we ended it, abruptly.
  2. We all approved the minutes of meeting of September, 2020 that had been attached to the agenda.
  3. Mentioned that Jake Lorenz, who’d been maintaining Glenwood Lane prior to last year for a year or two, bought the Falks’ bank defaulted property.
  4. When going over the long outstanding by-laws change found out what we were looking for, as noted, above, in the “decisions Made section”.
  5. We skipped over the treasurer’s report, since there wasn’t anything new since the Agenda came out (except that more people have paid. Expenditures are still in the Appendix.)
  6. Old business:
    1. BPA is finally doing the work! Again, the bridge work was possible due to the access granted by Gary & SinSing Miller and Kevin Cameron. Update from Jim: BPA’s contractors plan on being done by the end of this week. They plan on cleaning up the road and bridge. And, they will fix up Gary’s property (and Kevin’s property). Scott (?) Thompson will work on getting the 2 properties back to great condition. DJ Dober took down the railings for logging work in the community, and they’ll put those back up when they’re done. Someone congratulated Jim for getting this all done (although it’s not QUITE done, yet!!!).
    2. Update from Jim on the Wen/Ken solution for the ends of the bridge: Jim had no luck in getting the BPA to do this work, but the contractor said that they’d do nothing above the bridge. Jim is still working on it. Expect SOMETHING.
    3. Back to doing our own maintenance. Again, thank you to Staci Eddy for her work this whole past year. Others, feel free to pitch in when you see potholes.
    4. Since the fire information is so important, I’ll keep this information available in the appendix. (Ziply service info is there, as well. Thanks, SinSing!) The Carseys are using Starlink. Sean will send additional info about Ziply contacts, if different from the Appendix info.
    5. Just rehashed that while the easements are people’s personal property, as long as people allow access to the easement for us all to move machinery and our cars, it’s ok. Kevin is aware that the stairs on the store need to be reworked both because of impinging on the easement, and due to safety issues. The easement for Glenwood Lane is 30’ wide the whole length of the easement from the highway to the end of the lane (15 feet each side of the center line). (FYI: Kevin is adding a cover that extends over his garage entrances for his custom Van business – it will not encroach on the easement. Any issues – talk to Jim.)
  7. New Business:
    1. The old Mail boxes were all sold!
    2. The oil this year wasn’t very good. What does everyone else think? Is it worth it? Mike Smith DOES want it. He said that while it wasn’t good, it was better than nothing. Sean would like more done and will pay for the extra on Grimmett next time around. Jim wants to talk to Bretthauer in order to get the old type of oil. Kevin says that the product only lasted a week. He’s worried that there is red tape with using the old stuff. However, it may just have been supply, as in, Bretthauer just couldn’t obtain the old stuff.
    3. The reclaimed asphalt – has to be 2-3” thick, at a minimum. Dober has done the rolling, before, and could do that for us. Bretthauer said that he does the oil for it, but warns that it creates a very sticky surface if it heats up. Sean second’s that opinion. Mike would like to keep it the way that it is – gravel. Jeff moved that we stick with gravel and look at the best option for oiling. Leora seconded that. Everyone agreed. (This removes the action item from way back in 2018 to look into this.)
    4. Is Watering the road an option? – this doesn’t seem feasible. While chatting about the poor oil this year, Jim, Shelley, and Leora, in a conversation before the meeting, discussed the possibility of using water, instead of oil. It IS used in some places, but we would actually have issues getting access to water (you have to have water rights to pump water out of the creek), and we’d have to get machinery to spray it, and we’d have to do it, often. It really isn’t very practical.
    5. There was a request for email voting. (not sure how this could work for officers.) Meanwhile, feel free to have proxy voting (designate someone who can represent you at the meeting – all proxy votes will be recorded.) We were running out of time, so didn’t discuss this, except to note that we couldn’t figure out how it would work when trying to get new officers and get other things accomplished.
    6. Officer elections: The Vice President’s position (3 year term) is up for election. Thanks to SinSing for serving 3 years as VP. Nominations? Bruce Pedersen offered to run for this position, and although he wasn’t able to sign into the meeting, Leora proposed the nomination, Shelley seconded it, and everyone enthusiastically agreed to have Bruce be the new VP.
    7. FYI: PGE sent contractors in to remove trees and branches from around the powerline. After the meeting: SinSing let me know that PGE has a work order to come out to adjust the light at the mailbox. Right now, the light is shining away from the mailbox area. She’s also hoping that they can replace the light with a stronger LED at no extra cost.
    8. End of Glenwood to Grimmett has experienced 1 accident (sending a dog to the vet $$$). Glenwood homeowners are getting fed up. Gentle (water squirting) reminders haven’t seemed to work. With the bridge work, people did slow down. Kevin is suggesting that that he pave (on his dime, so to speak) from the highway down to the bridge with a speed-cushion (and to his garage) to force people to slow down, and to rid his business of all of the dust. He found that his signs were effective in slowing down traffic for only about “1 minute”. Sean asked if Kevin was planning on moving the parking area (where he currently has a van) further away from the easement. Kevin was not. Sean just worries about a fire truck being able to get to Sean’s house! He will talk to Kevin about his concerns while on site. Yes, Kevin does have some vehicles that sometimes sit in the easement – this can be an issue for people waiting to cross the bridge. Jim’s concern that the speed cushion is located in a place so that we don’t have issues getting in or out during inclement weather. Jim, Kevin, Sean will have a conversation to make sure their concerns are addressed. [at this point, the meeting was cut off, so that is how far we got! ]
    9. No motorcycle issues this year?!?!? (YAY!) Instead. . .
