October 13, 2021 — Annual Meeting

Meeting agenda.

To: Members of Glenwood Lane Road Maintenance Assoc. (GHOA)

From: Leora Gregory, Secretary/Treasurer

Subject: Agenda for our 2021 Meeting

WHEN: 6M on Wednesday, 10/13/2021

WHERE: ONLINE!!!!

AGENDA:

  1. Call to order.
  2. Introductions of neighbors (name/road)
    1. We welcome Jake Lorenz, who bought the Falks’ bank defaulted property.
  3. Approve Minutes of meeting of September, 2020. (attached)
  4. Reminder of Decisions Made in September, 2020 meeting:
    1. Re-establish community-based maintenance: Sean Senko will organize the tractor-owners in the community If you’d like to be a part of this, and haven’t already received an email from me, please email: and . Note: after this was formed, it turned out that Staci Eddy single-handedly filled in all of the potholes, so there was nothing for the team to do!! THANK YOU, Staci!
    2. Stairs down from the backside of the Store should be reconfigured: putting in a landing partway down and redirecting the stairs should prevent people from coming down the stairs into a potential conflict with a vehicle.
    3. See if there is a way to get a speed monitor, so that we can find out how severe the safety/speed issue is from people turning off the highway down the ramp to the bridge. Sean plans to talk to Bill Hopper to see if Bill has any ideas on how this can happen.
    4. Jim remains President to see this bridge fix complete!
  5. Still to be done from 2018 year’s meeting
    • Leora will change the by-laws to allow just going over decisions made at the beginning of each meeting – this allows the current meeting to have prior context. The holdup none of us can find the document with the by-laws. If you know where they are, do tell. Gary, did you get a chance to look through all of your papers?
    • Jim will find out the cost for using reclaimed/ground-up asphalt on Glenwood Lane. Jim has an update on this. Do we even want it?
  6. Treasurer’s report and any dues in arrears (as of 9/9/2021)
    1. Expenditures totaled $3669.17 this year. See the end of Agenda for details. We spent the most on rock and oil, and some to Jake for his work, last year.
    2. Current real balance: $12,084.86 (last year, it was $9682.73).
    3. We lost $350 in past dues from defaulted property due to the government overtaking ownership. This is in spite of Jim making sure that the bank was aware of the delinquent dues.
    4. $1700 in arrears from prior years from 6 accounts.
    5. This year, dues statements went out very late, and so far, we’re missing $3150 in dues, since people haven’t had time to pay.
    6. Note, several members did clean up their arrears. Thank you for that.
  7. Old business:
    1. BPA is finally doing the work! (Bridge update from Jim.)
    2. Update from Jim on the Wen/Ken solution for the ends of the bridge.
    3. Back to doing our own maintenance. Again, thank you to Staci Eddy for her work this whole past year. Others, feel free to pitch in when you see potholes.
    4. Since the fire information is so important, I’ll keep this information available in the appendix of the agendas and minutes.
    5. Reminder that the easement for Glenwood Lane is 30’ wide the whole length of the easement from the highway to the end of the lane (15 feet each side of the center line). The new stairs from Glenwood store is still in violation. We’ve already discussed that it’s a safety issue, as well. Again, as long as people don’t start to claim “ownership” of the easement and it’s understood that any such stairways, fences, or structures in the easement may have to be removed for passage of a large load, nothing needs to be done right at this moment. (FYI: Kevin is adding a cover that extends over his garage entrances for his custom Van business – it will not encroach on the easement. Any issues – talk to Jim.)
  8. New Business:
    1. The old Mail boxes were all sold!
    2. The oil this year wasn’t very good. What does everyone else think? Is it worth it?
    3. Is Watering the road an option?
    4. There was a request for email voting. (not sure how this could work for officers.) Meanwhile, feel free to have proxy voting (designate someone who can represent you at the meeting – all proxy votes will be recorded.)
    5. Officer elections: The Vice President’s position (3 year term) is up for election. SinSing has already served 3 years. Nominations?
    6. FYI: PGE sent contractors in to remove trees and branches from around the powerline.
    7. End of Glenwood to Grimmett has experienced 1 accident (sending a dog to the vet $$$). Glenwood homeowners are getting fed up. Gentle (water squirting) reminders haven’t seemed to work.
    8. No motorcycle issues this year?!?!? (YAY!) Instead. . .
    9. Dog issues: Reminder: there is a leash law in Washington County: .
  9. Good of the order: Time to offer comments or observations about the organization and its work.
  10. Meeting adjournment.
