March 7, 2015 — Special Meeting

Meeting minutes.

Glenwood Ln. & Bridge Maintenance Assoc.

Meeting was held at Mike Smith’s garage. On March 7th, 2015

Members in attendance: Mike Smith, Doug Jonson, Bill & Joyce Kendall,

Carol Stewart, Jeff Zimmerman, Jeanna Van Dyke, John McGinnis,

Gary & Sin Sing Miller, Jaben & Valeria Carsey.

Officers in attendance: Pres. Jim Johansen, Sec/Treas. Shelley Johansen.

President called meeting to order at 11:15am.

Minutes of last meeting Oct. 19th, 2013 were read by Shelley J. and approved.

Treasurer’s report was read by Shelley J. and approved.

Acct. Balance as of 3/6/15 was $9,894.88.

Dues collected at meeting, $525.00 and currently in the arrears as of 9/2/2014 is $600.00 from Sept.1st 2013 to Sept.1st.2014.

Current dues owed from Sept1st, 2014 to Sept1st, 2015 are $2,175.00. Our due’s become Past Due (in arrears’) on Sept.2nd of each year.

Our expenses for the assoc. for 2014 were $2,192.49. We spent slightly over our annual dues. First year this has happened. But we had put 4 loads of rock on the road ($800.00) and oiled it. Even though the oiling prices have come down to $900.00 for last year from as high as $1,350.00 in 2012, if we need to oil the road twice this year, we may end up being over our annual dues again for 2015. We will need to discuss raising the annual dues at our next meeting.

We had a discussion about the cost of rock and delivery. Carol Stewart suggested she may be able to find a rock source through Sean that may save us some money.

We had a general discussion about the road sign committee. They were working on some ideas, but didn’t get it finished. Jeanna Van Dyke said she would contact them again and see what they can come up with. There was a general feeling that we already have adequate signage on our road. But that people ignore them. Valery Carsey suggested that we might try using those portable signs that say slow down, Children at play, with bright colors, that we could put at different places along the road. This might help draw more attention to our speed limit of 10 mph. If anyone likes this idea, would you please contact Leora Gregory (V.P). And let her know A.S.A.P., this way she can find out how much these signs cost by the time we have our next meeting. Thank You.

We had a general discussion about BPA fixing our bridge abutments, etc. Jim talked about the number of agencies involved now. The latest one is N.O.A.H. The B.P.A. spokesman, Ken Adamson said that with 5 or 6 agencies involved in the permit process have become more complicated and costly. He said that the Army Core of Engineers has questioned BPA about the necessity of the bridge repair. He said that the costs would run about $200,000.00 to $250,000.00, including the permit costs. In the e-mail Jim sent back to Ken Adamson he told Ken that maybe we need to get our State Senator Betsy Johnson going to bat for us again. Jim had worked with ODOT last year in effort to get the 6 miles of very loud and annoying noise pollution created by those rumble strips, stripped off of HWY 6. After several months of no results, he contacted our Senator and she promptly replied via e-mail and said she would see what she could do for us. Well she did us all a very big favor, Thank Heaven, and with-in a month they were out here removing the rumble strips.

Ken said he would like some more time to negotiate with them before we contact or Senator.

There was more discussion about doing the work ourselves and not wait for BPA. Due to the fact we have waited 3 years now and we have almost no rock left at the South abutment. The problem is, we could get fined for getting into the water with equipment. But if we can get the rocks in place by hand maybe there would be no fines?

Carol Stewart said Sean helped repair a bridge up Timber road without permits, they did the work on weekends. John McGinnis suggested we might ask channel “K-2 on your side” news might be a help. If they were to write an article about how we can’t get Gov. agencies to work together to fix our bridge, how we won’t be able to get to our homes or how we won’t be able to have any emergency vehicles get to our homes, etc. Maybe this would get some results?

Valerie Carsey has a relative in the forestry service that helps people write up their own permits and can help you get the funds like grants for the permits. She said she would look into this.

There was a discussion about what to do if we lose our abutments to prevent the loss of our bridge. We may not have any choice but to dump some boulders.

Gary Miller suggested we sign a petition of all the neighbors and give it to our Senator and to BPA.

Jim suggested that we may need to oil the road twice this summer, with such a mild winter it may get very dry this year. We all agreed.

A suggestion was made that we hire a management Co. to take over our Assoc. due to the lack of participation. Our dues would go up, but we have not looked into how much this would cost. Generally those present didn’t like the idea. So were hoping there will be more people attending our meetings and participating in the road Assoc.. Someone suggested that we have a social meeting this fall. If anyone would like to organize a community get together, let us know.

Doug Johnson suggested we continue to put up a sign at the mail box to remind everyone of our meeting date and time.

Elections for office open: Shelley Johansen volunteered to be Sec/Treas.for another term. Jeanna Van Dyke 2nd the motion and all voted unanimously and passed.

Just a note: If anyone has a problem with the lock at the mailboxes, you can contact the post office and they will replace it for $40.00 or if you want to replace it yourself, you can buy a lock for about $7.00 at LOWES.
