GLENWOOD HOMEOWNERS’ ASSOCIATION

Minutes, September 20, 2008

Meeting was held at Mike Smith’s.

Members in attendance: Ken & Carolyn Azure, Terry & Viola Bytwork, Jim & Shelley Johansen, Don Kendall, Rick LaFave, Gary & Sin Sing Miller, Jerry & Susan Munger, Alice Peabody, Mike Smith, Ed & Sheila Willis, Jeff Zimmerman & Jeanna Van Dyke.

Officers present: Mike Smith, President; Jeanna Van Dyke, Vice-President; Susan Munger, Sec-Treasurer.

  1. President called meeting to order at 10:15 a.m.
  2. Minutes of September 2007 were read and approved with no additions or corrections.
  3. Treasurer’s report was read and approved. Account balance as of September 13 is $6377.42. Membership dues in arrears total $1,225.
  4. Old Business
    1. Maintenance of Glenwood Lane The road appears in good condition. It was noted that costs seem less than previous years. Discussion ensued about improving the drop-off side of the road across from Mike Smith’s property which was a topic carried over from last year’s meeting. Rick LaFave and Mike Smith agreed to work together on the project. Terry Bytwork offered use of a heavy duty lift if needed.
    2. Membership dues in arrears Discussion ensued about how to deal with members whose dues are in arrears. It was noted the bylaws limit what action the Association can take, specifically putting a lien on property which is an expensive action. Mike Smith said he had gone to see members in arrears and was not comfortable doing that. It was suggested to form a committee to talk to members in arrears and to send an informational letter. It was also suggested the Association take action through small claims court. It was agreed to try the letter first, then personal visits if there is no response.

2a motion made by Jeff, seconded by Rick to send a letter to those members reminding them of the Association’s purpose, the value of its assets and maintenance needs, how this affects members’ property values, why dues are necessary, and finally to advise that the Association would take steps necessary to get results, including a date for members either to get in touch with an officer or to bring dues up to date. Motion passed unanimously. Jim, Rick and Mike offered to form the committee. The secretary will draft the letter.

  1. New Business
    1. Election of Secretary-Treasurer. Nominations and volunteers were called for. Viola Bytwork offered to take the position. Approval was unanimous.
    2. Good of the order

2a Jim Johansen mentioned the use of the road right of way by the ramp leading to the bridge. He noted the owners of the store may be creating a problem the way they drive into the park area. Discussion ensued. Jim thought the owners might not be aware of the Association’s easement and need for access and maintenance. Some felt it was not a problem yet and thought it should be watched for the time being, rather than approach the store owners. No action taken at this time.

2b Jeanna Van Dyke asked if anyone knew a 2-tone beige pick up that broke down a sign she and Jeff Zimmerman had put up at the foot of the hill near their property to discourage unauthorized use of that area. Discussion ensued. Some felt the sign was inappropriate as the property owner may have given certain people permission to use the area. No one recognized the description of the truck mentioned. No action was taken.
