October 26, 2003 — Annual Meeting

Meeting minutes.

Glenwood Homeowners Assoc.

Meeting held on Oct. 26th, 03 at 4:00pm

In Jeff Zimmerman’s house.

Jeff called meeting to order and read last years minutes. He gave the report on our account balance, payments received, and money paid out. As of 9-23-03 our acct. balance of $4,574.53, payments received $3,030.00 and bills paid out was $2,573.76

#1. Road maintenance- $2,395.00

#2. Electric bill for mail box light- $158.06

#3. Postage - $20.70

Our account balance on 10-23-03 $5,030.77

It was asked if we were in the arrears on dues and Jeff said he didn’t have the exact amount, but thought it was around $500.00. It was discussed that we may have to put a lien on a few homeowners who are in the arrears. We will wait until this years dues get mailed out and see what payments come in.

Steve Mccarthy, (bought Earl Middleton’s home) asked how often are the notices of the dues sent out. Shelley replied that it usually is just once a year and the dues are due on our annual meeting in Sept. of each year.

Jeff said we will vote on new officers. Aimee Fessler (bought Dick Caldwell’s house) was voted in last year as Sec/Treasurer To replace Cindy Campbell (owner of the Glenwood store). She has asked to resign as of today. There is a two-year term now left to fill. We also need to replace V.P. Gary Miller.

Jeff opened the nominations for V.P. and Steve Mccarthy volunteered. Carolyn Azure made the motion and Jeanna Van Dyke 2nd the motion to close nominations.

Jeff then opened the nomination for Sec/Tres. And Shelley Johansen volunteered. Leora Gregory made the motion and Susan Unger 2nd, the motion to close nominations. Steve and Shelley were both elected.

Leora asked if Glenwood Ln would be oiled every year, and Shelley replied yes, we voted and approved of oiling the road every year in our meeting last year.’02. There was a lot of discussion about chip and seal or adding some very fine gravel right after it’s oiled. Steve Alan brought up that maybe we could look into concrete, even if we could only do a section at a time each year as we get the money. Tony Papadopli said he would be willing to pay more in dues if needed and there were a number of people in agreement. Steve Alan and Jim Johansen talked about how thick the concrete would need to be to hold up to heavy trucks and that there would need to be rebar in the concrete. And what to do about the traffic while it cures. Etc.

Mike Smith wanted to know about asphalt verses concrete and there was a lot of input about this by all. Steve Mccarthy said he would look into getting more info about concrete costs and asphalt. This brought up the subject about how fast people drive on Glenwood ln. Tony said he thought that as adults we should be responsible for our own actions. Steve Mccarthy said he felt that parents should also be responsible for their kids as well and asked everyone there to let him know if his kid was driving to fast. Steve Alan said there were cars coming in that he didn’t know, as did Steve Mccarthy. Shelley asked about the very large sign that is attached to our stop sign on the highway, that says Halloween warehouse on Unger Rd.What is it doing all the way out here? And someone said it belonged to Michel Anderson. Shelley said this sign is confusing people who don’t know where Unger Rd is. That’s in Hillsboro. We see people coming down Glenwood ln. Looking for this Halloween store. This may be part of our trouble with extra traffic on our road. Tony said he wondered why the state department hadn’t removed it. That sign should be moved to private property.

Jim said that we need to do something about people parking on our road right - away near the Glenwood store. This area has “no parking “ signs now. The Homeowners Assoc. has a 30 ft. easement on Glenwood lane including up to the highway easement. It was discussed as to where the road easements ran and that Jeff and Steve were going to look over the road. There are some traffic problems in the area next to the store and the officers of the Assoc. are going to look into how we can resolve it. Also there was concern over the kids who are using our road with dirt bikes and 4 wheelers as a race - track between the store park and across our bridge to the Campbell’s woodlot.

Cathy Allen asked who would be liable if one of our members were to have an accident on our road with any kids who are unlicensed and have no insurance? . We would like for everyone to know that there could be a liability issue here. There was more discussion on this issue.

Tony asked if he could put up a “no turn” around sign on Grimmitt Rd., the amount of cars that don’t appear to belong in Glenwood, seem to be a problem. They are turning around in his driveway. He also said that there had recently been an attempted robbery at his house. This was discussed further. There was a discussion about vacant houses, due to the current problem with Durenbergers house having pot found growing in it. Their house has been left vacant for several years.

It was mentioned that we could make an amendment to our C.C.& R.’s about how long you can leave a house vacant. But we discussed this further and decided that neighbors just need to keep a better look out for our neighbor’s houses if they are gone.

Steve Mccarthy suggested we put a new sign up at our bridge that would say something like “Private Road for guests and family only”, Dead End, and no turn around at the top of the hill before you start down the ramp to the bridge. This was discussed at length. A motion was made to have new signs made and it was voted on and approved by everyone. It was suggested by Susan Unger that the signs be made by a professional sign Co. Jeff made the motion and Shelley 2nd. The motion.

Leora Gregory was asked to make a motion, by proxy for Earl and Phyllis Middleton to have our dues reduced on property that has no homes or other structures on it. This was discussed by all members at length. Leora made a motion to have the dues reduced from $75.00 to $50.00 on “ bare lot “ properties and it was unanimously voted down. The dues will remain the same.

Carolyn Azure asked about what happened with the Fernwood Store. Jim said that we as the H.O.A. made a formal complaint about a year ago with the county about the park not being in compliance with the county ordinances. Jim talked with the compliance officer Jack Harper who sent a letter to the owner of Fernwood store notifying him that the park is “day use” only and not an R.V. park. He was also told that he needed to meet all the requirements of the county to have a R.V. park put in the day use area. Currently all the trailers in the park are gone and it looks like maybe the property has changed hands.

Also, there has been concern over R.V.’s staying over night or longer in the Glenwood Park, which is also a “day use” park only, in the past. The Campbell’s are already aware of this.

There has been a lot of concern over drug traffic in our neighborhood. As recently as about two month’s ago, it was reported in the newspaper of over $350,000 of marijuana found in the shop by the Fernwood store. The new owner who had recently taken possession of the property had found it. This was discussed at length.

We are grateful for Jack Harpers help in cleaning up the Fernwood store.

Gary Miller was thanked by all for his years of service to the H.O.A.
